I dont know of any reason why they should not be able to, just doesn't seem very common. Is that because there are rules against it, or am I just ignorant?

I believe that you need to be able to show that you are responsibile and that u will take care of the kid. Now a single person can not really show this I guess. If I personally have to decide whether a person/couple gets to adopt a kid I know I won't chose the single person. Its very hard to believe that he/she will be a good parent alone.
