Can police really do this?

We have all seen movies and TV shoes where a cop runs out in front of a car waving his badge and yells at the driver to "get out, I need this car! Police business!". I happened to see this on some show while channel hopping yesterday and it made me curious if this is strictly a Hollywood plot device or do the police actually have the authority to commandeer your car?
 
Im sorry, but I aint giving up my car for anyone. If he makes me get out of the car, im taking the keys with me
 
They can, but they really never have. I seem to remember reading an interview that there hasn't been one time that the LAPD did that in the last 20 years.
 
they all have radios, i think it would be more effective to contact the other officers that have cars and helicopters and get them to chase the bad guy

would a cop really think they can catch a bad guy driving my 1990 mazda protege with 196k miles on a 1.8L engine?

Yes, but only if it his partner is down, the other car is blown up, and he has one bullet left in his weapon.
