can old cell phone's just be thrown out?

donate it...maybe someone call fix it....keep that lead out of a landfill. Make sure it's deactivated obviously

Most cell phone shops/stores have a cell phone recycling bin. I suggest you go to your local Cingular or Sprint or w/e shop.

its illegal in ca to dispose of rechargable batteries now. u gotta turn em into the disposal center. probably a state website on it. some neighborhoods have annual large garbage/tech disposal days where they have dumpsters for u to bring stuff in and dump
