can not change ip address or netmask in win98se

i am trying ti set up a setwork and cannot change the network properties from dhcp to static.
I can change the tick mark but it will not let me insert the ip address or netmask. it just beeps at me.

I have tried two net cards, the one on the k7s5a and a d-link card and have wiped networking from the computer and reinstalled in numerous times.

would you all have any idea?
I am open to anything short of a format of the hard drive!
