Can not access secured sites (https:\\) using IE 6..

I have windows XP.

I don't know what I did, but currently I can not access secured sites (website with https:\\) using IE6. When I tried to update using IE (Tools - Windows Update), it won't let me update either.
I am using IE 6.0.26

Any advice/recommendation?

The security settings are medium or enabled. I have changed the settings to even "low"; but I still can't access the secured sites.
I also have a Norton Firewall 2002 - I have not tried different settings with Norton Firewall yet.
