this is the card. I have a dell thats 4-5 years old so it might be next to impossible to change psus.

You never know.

I had a 400 watter die on my machine with a power hungry Nvidia card about a month ago and only had a 250watt Compaq laying around and popped that in and it's still holding fine.

Why not get a 3650? About the same power draw (maybe slightly less), and faster.

Just a reminder my system is a bit old its a Pentium 4 2.60 with 1 gb of ram.

Pretty much anything in the *500 series (nvidia) or *600 series (ATi) will suck same or less power than your 9800. The issue is more finding the later gen cards in AGP.

Die shrinks mean lower power for same or better performance. Get what you can, you can always turn on some AA or AF and get better image quality if you are CPU limited and buy "too much" graphics card.

Yeah... I'm not sure but the 9800Pro I remember takes a lot of power. A newer low end video card should take somewhere around the same if not less power.

I linked the AGP 3650 you should get. There are a couple of other ones at about the same price.

the reviews for that card say that its a hard installing card. I'm a bit of a noob when it comes to this stuff so will I have problems.

also I dont know much about newegg but if this card doesnt work for my system can I return and get one that does work?

If you stick with the box drivers you should be fine. Apparently ATi generic drivers may have issues with AGP versions, but use the MFR drivers and you should be fine.

Is the 3650 much better than the X1650pro? because the 3650 is only like 20 more expensive than the X1650.

How good is newegg with returning card if they dont work with my system?

would the 3650 be too powerful for my older system? will I be able to harness the power of it? will it hurt my game performance if its too powerful for my computer?

Yes, your system will certainly bottleneck a 3650, but you won't hurt your game performance by installing a more powerful card. Game performance will just stay the same when the processor is a bottleneck and you change cards.

The 3650 is quite a bit better than the X1650 Pro, but with the processor you have an X1650 Pro just might be a better fit (and cheaper). I know my X800GT is bottlenecked by my Athlon XP @ 2.3 GHz. Your processor is about the same as mine, maybe a little weaker, and the X1650 Pro is more powerful than an X800GT.

I feel the need to state that 16bit color games suffer from dithering issues (washed out crappy colors/shadows) when using any ATI card above the x1xxx. Nvidia has a similar problem starting with the 8 series. I only say this because if you're replacing a 9800pro, you might still be playing a lot of older games.

So I will see a performance boost when going from my 9800 pro tothe 3650 but the power of the 3650 will be limited by my processor.

How much better of a card is the 1650 pro than my 9800 pro because I mainly play WoW. elder scrolls iV, WC3, D2 ect. If I went with an 3650 would I even have a chance at playing D3? or is that out of the question?

I'm just a bit torn between the x1650 and the 3650

What happens when your system bottlenecks. I'm a noob at this so bear with me. Does that mean it just cant perform any better or that problems arise from having a card thats too powerful for my system.

I'm trying to make a choice on my card because the fan seems like on the verg of death and I already modded it to get it to work. Everytime I boot up my system I have to crack open my case then start up my computer then manually spin the fan until it starts to spin on its own. Then I close the case and then stand my computer back uprightl.

CPU bottlenecking just means it won't feed the video card information as fast as the GPU can process. But if the gameplay is fine (and I assume it is because you were playing on a 9800pro), then you shouldn't worry. If you really want to get some more out of your system, you could try overclocking the CPU and ram a bit. 3650 is 2 generations newer so it should be significantly better and has HD video acceleration. Though the 3650 wasn't much better than the 2600xt, the 2000 series was a jump over the x1000 series.
I would recommend thinking about just replacing the gpu fan for maybe $20 if your current system is fine for what you need.
You should also consider going with a $35 AMD X2 CPU +$10 for a heatsink +$50~$70 for a 780V/780g motherboard with integrated video + $20 for 2GB ram = $120~$140 total but you will get a much faster system overall and the integrated video should be on par with the 9800pro if not better. Only issue would be whether or not the PSU has 24 pin connector.
Last option would be to wait for the Albatron PCI 8500gt and 8600gt though it's difficult to say when it will be available here, if it will be at all.

that just sounds a bit over my head so I think that I'm just down to buying a 1650 or 3650. If I just bought one of those should I see a performance increase from my 9800pro? I guess my main problem is that I dont know if I should just buy the 1650 or 3650 they are near the same price.

3650 for sure then since it's newer and better.
But if you had the time and a little know-how, spending $130 to upgrade, CPU, MB and ram will improve your overall performance.
