Only if you start wrong, you can get into an imposible scenario, but if you reset the board the same exact way it was, you would eventually be able to solve it.

Not true, i have run into games where there were no legal moves at all, even after going through the entire deck (three cards at a time)
doesnt happen very often , but quite posible
