Can individual ID's be unlocked?

I have a Yahoo ID that I use, I also have an ID from Lycos that I use when I think I will get a lot of junk mail from a sight, I delete all msg's from it once a month. I understand reasons for locking out AOl, Yahoo and other e-mail services. Is there a way that with some extra effort a banned e-mail of a specific user can be an exception?
I have been trying to join for a month and could not get an answer on this, got around it by joining with my junk mail ID.
Not the best route.
