I just got a brand new case (no USB2 front ports) with USB3 front ports, but my old mobo only has USB2 front headers, is there an adapter that would allow me to use the USB3 ports but electrically USB2 speeds? Or am I stuck just not using those until I get a new mobo?

I don't have the direct answer to your question, but an alternative is to look for a USB3 PCIE adapter that has the headers required to plug the front USB 3.0 ports into it.

Yes you can. I am using usb 3.0 front panel with usb 2.0 motherboard. you just have to buy a usb 3.0 to 2.0 connector after that plug it in your motherboard and connect it with front usb cable.
