Question Can I use DDR5 6000 if the mobo supports it, but the CPU is DDR5 4800?

The price between the two is practically the same and the GIGABYTE B760I AORUS PRO says support for 6000 OC. But the 15-14500 is DDR5 4800.

The CORSAIR Vengeance 32GB Timing 36-44-44-96. Latency 36 for the 6000.

Are there any downsides to using 6000 instead of 4800?

Yes, you might need to enable xmp to get the rated 6000.
As indicated by the motherboard, ddr5 6000 is considered overclocking.

At 4800 you might get cas 40-40-40-77, so the latency would be negligibly lower at ddr5 4800, however ddr5 6000 will perform better in almost all cases.
