Can I "turn" 98 into SE?

I was ready to do a clean install with 98se when I heard I can just d/l the new service pack and I'll have the same OS? Is this true? Also, I cant find my original win98 disc, but I still have my original COA. Where can I get just a copy of the win98 disc so I can boot it up on my new pc.
