Can I install 64 bit programs in 32 bits OS?

In Linux it's doable, but not in any version of Windows.

VMWare Workstation (and probably server) will also let you run a 64-bit virtual machine as a guest in 32-bit windows, and I don't think they require the hardware virtualization support VirtualBox requires.

I have noticed 64-bit performance is erratic (on 32-bit hosts) compared to 32-bit, with major slowdowns now and then that I never see with 32-bit guests. This is on a 4 GB quad-core q6600 at stock 2.4 GHz speed.

For a 64-bit guest on a 32-bit host you definitely need the hardware VT extensions.

Unless your 64-bit program comes with a 32-bit installer, it won't even make it that far.
