can i hook up a dreamcast or playstation thru a TV card?

Yes but the quality is pretty crappy in my opinion. I use a VGA box for my dreamcast, nothing compares to that. If you monitor doesn't support dual input you can always get a monitor switch too.
 
yes i have a vga box, but some games don't support vga box...as well as my playstation...so the quality of the picture is worst than what would be on a tv?
 
I played my PSX through both a Hauppauge WinTV Go! and an ATI Radeon VIVO. The quality wasn't great but games were certainly playable and readable. It may not necessarily be that much worse than a TV (although I'm sure the conversion from NTSC/PAL/etc. to VGA is lossy) but you do tend to sit closer to a monitor than you do to a TV.
 
eh! i'm from davis too!!...the thing is i just bought a 21 inch monitor...it bigger than my tv...so i wanted to get tv card to watch tv on the 21" and play games on it as well...so sounds like plugging in a dreamcast or psx thru a tv card works just fine...right
