can i get tv out only with the 3d video card??

If you purchase a video card that has tv-out as one of its features (such as the Hercules 3d Prophet II), then you shouldn't have to buy another card for tv out. However, speaking from experience, the Prophet II does not have the best tv picture quality. If anyone would be willing to suggest a good board with tv out as one of its features, it might be helpful to you.
 
I don't think they have boards with just TV out. They usually come with both In/Out. If you want only a TV out and already have a video card, then you can a TV-out card for use alongside your videocard. If you want to just upgrade and have a video card with all these features integrated then you have a wide choice. However ATis experience in this field of video in/out makes them the best candidate.
