Nope. They'll not only charge you for the ETF, but they'll charge you for the full retail price of the phone if you don't return all of the equipment, too.

Well if he threatens to cancel his contract and cancels, he'll return the phone as well and go signup with another company that'll give him a free phone (just order through amazon).

I have been with T-mobile for some time now and they have been great to me. I got the activation fee waived, got my anytime minutes to 1000 from 600 (extended my contract for a year), and got unlimited free text messaging.
