It gets complicated...the problem is should you choose one of the dsl only (no phone number) packages you will probably never be able to get a phone number from anyone but the DSL provider....

Since they share the same line having two companies to support it would be a disaster for you should a line problem develop....both will blaim each other.

In theory there is no reason why dsl and phone service have to exist together.

DSL can run over a dry pair, but no phone company is going to sell you one.

Simple business, why sell you a dry pair when they can make you pay for POTS?

From the SBC website...

No. SBC Yahoo! DSL requires an active phone line from your SBC local telephone company. SBC Yahoo! DSL is treated as an additional feature on your phone line, like Caller ID or Call Waiting.

This is not true, you have duped by the Phone Companies.

DSL is a High Frequency Signal that travels over a pair of copper and does not require the service of a Voice Switch.

Most States are still allowing the Phone Companies to MAKE you pay for Voice service even if you will not use it.

Georgia recently told BellSouth they can no longer force people to pay for BellSouth Voice service (POTS - Plain Old Telephone Service).

Viper GTS .

The article below states just what you said reguarding why the phone company is stingy with dry pairs. When I had my DSL installed, they did however use a dry pair, instead of the line sharing method, but I was one of the early DSL subscribers and Covad just did it that way at that time. The nice thing about it is that I dont have to bother with filters on every phone unlike the sharing method.

Interesting article.
