Can I game with no internet?

Well, that is not strictly correct. Many older steam games will play in offline mode. In fact I have gone months without going online on my steam account. (I rarely if ever play multiplayer), As I said though, the question I have in regards to the OP is that I think you have to go online with the actual computer you will be playing on in order to set up offline mode.

For instance, if you had a gaming laptop, you could download the game at a hotspot, set up offline mode, and then play anywhere you want in offline mode. What I am not sure you can do is download the game on computer A from a hotspot, then transfer the game to computer B and play in offline mode. You certainly can save the bandwidth of downloading the game, but I think you still have to connect to steam on computer B to set up offline mode on that computer.

Connecting to steam isn't an issue is it? Just use my hotspot then disconnect once the game launches. Otherwise keep the hotspot on, it's not like maintaining a connection to steam takes up any bandwidth?

I have T-Mobile with Unlimited Data and just 3GB for Tethering.

I use a program on my PC that connects my phone via USB to use the internet and it makes the phone think that the data is being used by the phone and not by tethering.

Last month I used like 479GB of T-Mobile's DATA without issues.

OP, as stated previously you CAN game with an Internet connection. I have a collection of games on CD/DVD that do not require Internet connectivity to play. I'm older and like older games. Most in my collection are 7-15 years old (Battlefield 1942, Homeworld, et.) These were very highly rated games that have survived the test of time. If given the choice I wouldn't trade them for the best "modern" games.

I plan to play them into retirement ...
