Can I find a cell phone location if it has GPS?

Call phone and ask the person who answers to read out the gps location, press numbers into maps.google.com and presto.

technically it is, but the providers will not do so without a court order or official request from a law enforcement agency.

Our office actually used cell location to track an employee who disappeared after embezzling a bunch of money from us. The cops had to send an official request.

And even at that, they could only pin it down to an area near a tower, not actual location.
