Can I download a stand-alone Counter Strike without the need for Halflife?

why would you want to? just buy a cheapo version of HL, one of the best comp games ever, then you get all the superb mods (CS, DoD, Firearms) for free!
 
Or be a cheap ass and just play the 1.4 beta for now...download = yes......free = yes.......better have broadband though.

Since CS is a HL mod, don't you need HL to install the CS 1.4 beta mod?

That's the answer everyone else is giving: No, you can't play the CS mod w/o buying HL. Or by buying the retail Counter-Strike.
