I was testing my overclocking ability with the 3000 venice and I could get to 300 HTT x 4 HT = 1200 > 1000 Is this not recommended? Should I lower it to 3HT?

I don't think you get much benefit from it, and you don't take much of a hit from lowering it. I would be worried about instability running it that high, but let's see what some others have to say. Is the HT voltage at stock?

You'll see no appreciable difference using 400-1000. The bus is nowhere near saturated even at 400, but obviously it's nice to run it as high as stability allows as Mark points out. I genearlly use a 3 or 4 multi as it provides the best stabilty with no loss in perfromance. Always try to keep it at or under 1000.....
