Can CPU cause modem problems????

I have a friend that has some modem problems and I either swapped or replaced everything except the cpu. I swapped mobo's and I exchanged power supplies, exchanged ribbons for the hard drive and cdrom. Pulled the ribbon and the floppy out. I even swapped out the hard drive. Changed ram and I still have the same problem. The modem will not hook up to the internet but if it does by chance it will kick it out after a couple of minutes...HELP. Yes I did try different modems...same problemes.

I have never seen anything like this...have you??

At what point does the connection fail?

Has your friend ever been able to connect to that ISP from that house with that computer before?

If you pick up a phone do you hear a hissing sound?

Have you tired connecting the modem to a phone jack in another room?
 
I am currently using Win Me on his computer. I did have win XP home with the same result. I have tried an abit kt7a and an ECS k75sa with both sdr and ddr in it. I have tried it at his house and my house...same result. The only thing I have not swapped out is the cpu but that would not make sense. I am just at a loss of things to do.
 
The connection will fail at the dialing portion or the verify name and password. Have tried two different ISP's as well. I have tried a crappy pctel modem, an external supraexpress, and an internal us robotics. I have gone and uninstalled ones I was not using too. I have used my line to hook to isp's.
