Propellerhead Record has a demo version, you can't load a song you saved in it, but you can use everything else and even save it. For 1 take things it's great. It also has a built in Vocoder'ish rack called Atlantis if he wants to sound like T-Pain or HAL from 2001.

Audacity comes to mind for straight-forward recording and editing, with multiple tracks and whatnot.

Fruity Loops, on the other hand, is what comes to mind for actually arranging/synthesizing said instrumentals.
