Yesterday on my way to work I saw something a little odd next to the bike path. I had already walked past it by the time it registered what I was looking at but I didn't turn around to go back and take a closer look.

Today I had my camera out to see if ATOT had any explanation of what I had seen.

For the setting, I took this picture and circled the item in red.

As I approached, I saw just what I had seen yesterday.

I did not touch it, but it appeared to be ice surrounding it (rather than snow).

ATOT, what are your thoughts?

I think I figured it out.

It's the work of hypno-snail, related to hypno-toad

A hawk arrived, as if to warn of some impending doom.

Instead of filling their snowball with rocks or dog crap some kids put a fish in it, but were called back inside and put it down then forgot about it.
 
Anybody can see it's a Snow Fish, duh.

Luckily you have the smell of semen on your hands otherwise it would have killed you.

 
A storm system created a waterspout off the coast, sucking up some sea water and any fish that happened to be in it. The air currents within the storm system kept the fish aloft until it reached wisconsin, where it stopped for a beer and some fish fries, dropping the fish in the process.

AHA! I knew there was more to it than a frozen bucket of fish.
 
Just don't piss on it. Otherwise it'll be attracted to the stream, jump out of the ice and chew it's way up your urethra. From the faint yellow patch towards the bottom of that ice block, it appears to have already drained it's current food source.
