Can any Joystick be used as 2 button + wheel mouse pointing device?

I am wondering if any Joystick can be used as a regular 2 button + optional wheel optical mouse. If so, what do I need in addition beside purchase the joystick?

back in the day, the Gravis Xterminator (is that company still alive?) had an interesting piece of software that allowed their gamepads to be used as mice. Since then, I havn't seen it done with any other input devices =\

Kinda says it all. They seem to have been in limbo for years with a reduced product line and little development. Sad, because I still consider the Xterminator Digital Gamepad to be the best universal controller evar and have often lamented its discontinuation.
