Yes a web site can block users from viewing the web site and forums with their .htaccess file.

lol, I actually did mean fatwallet, but am now realizing it probably is a problem with my firewall.

nah it lists the allocated ip space and machines for our research group at work. If you are 207.75.150.x, youll get the list. If you are not, youll get access denied
