Can a shortwave radio pick up the NOAA weather stations?

Just wondering. I'm looking for a small radio to keep with me when I'm camping, hiking, fishing, etc.

The NWR operates the VHF range, between 162.4 and 162.55 MHz.
So a regular shortwave radio won't work, unless it has a weather band function.

Depends on the receiver capabilities. There's receivers that cover 30kHz through 10GHz but you'll pay dearly for it. The really 7337 have full coverage too so they pick up everything. ;)
