Can a Panaflo case fan be set below it's operating voltage range?

The 120mm Panaflo case fan has an operating voltage listed as 7V-13.8V. Some inexpensive fan speed controllers (Cooler Master ALD-V01-U1) only offer 2 voltages, being 5V or 12V.
Any idea how this fan will operate at 5V?

i'm sure ti will run, but it won't do much.

Perhaps a fan speed controller like the Sunbeam Rheobus that allows variable speed control.
