I really can't imagine it. I don't know of places that sell the special laptop parts to the public. I think the manufacturers have their own proprietary boards, and need their own proprietary cases too. I have a desktop slimline PC with a 486SLC soldered into the mobo.
 
I'd agree with Rigoletto on this. It might be possible but I doubt you'd save any money. Most of that stuff is proprietary.
 
Years ago a portable was a desktop one piece unit with a couple of handles on it that someone got at the hardware store and weighed about 20 lbs. If you take a current portable apart you can see how everything in it is made for that application and all crammed together. I suppose that someone could sell a "kit" of parts like the old Heathkit deals but it sure looks like a loser to me.
 
Yes, you pick a brand that has a CTO option (dell, Micron, Sony, Compaq) and you decide what you want in it.
You are limited within model line but thats as close as you can get to homebrew.
