Can a DVD-ROM drive do everything a CD-RW can? (As in read normal cds and write to cd=rs?)

Like CD-roms, dvd roms are Read Only. NO, they cant write anything.

No, a DVD-ROM cannot do that.

A DVD RW can.
DVD ROM can only read CD's and DVD's.
A DVD/CDRW combi drive can read DVD's and read/write CD's.

16x for a DVD is also different to 16x for a CD (ie: it's much faster, the fastest speed you can get, like 52x is for CD's)
 
DVD drives have separate DVD and CD read speeds.

DVD 1x = 1.35 MB/s
CD 1x = 150 KB/s

IIRC.

Read the specifications, they list all the individual speeds.

-reads CDs and DVDs

CD-RW:
-reads CDs
-burns CDs

DVD/CD-RW Combo:
-reads CDs and DVDs
-burns CDs

DVD-RW
-reads CDs and DVDs
-burns CDs and DVDs
