Camera not charging when plugged into computer

My mother lost her battery charger base that the camera battery slides into. But the camera has a usb cable that plugs into the computer to transfer pictures. Can't this be used to charge the battery if the battery is kept in the camera? My Optima one operates this way, but when I try plugging her camera into my computer it doesn't charge. I also tried using the rear usb ports on my computer to ensure it was plugging into a port that could pass power and not just data, but to no avail. This is the camera she's using.

Not all USB Cables or Devices pass or accept power for charging. There are a lot of USB Cables that are only used to pass data.

Edit:

A little research says that the USB Port in the camera is not connected internally to the battery charging circuit. ( The problem is in the Camera and not the cable. The camera doesn't contain a charging circuit.
