Calling Mexico

Anyone know of the best solution (or whether there is a best solution) in calling Mexico?
Is there a PC to phone solution that's free?
Are there adequate ISPs and connection speeds to support PC to PC calling?

I believe the voice over IP can work across boarders. My south of the border customers use instant messaging and e-mail. None have used VOIP to my knowledge. That technology is still ruff around the edges.
