I am Just a lowly user who will face this problem in the near future, as soon as they upgrade my pentium 100 windows 95 cpu at work.
My solution bought a 8200 laptop and a switch

some ideas though.

1.There are password programs out there.
2. if the bios is not locked she can sneak in a hardrive then boot from it instead of the original HD then install a new os.
3. if she does not have a spare hd, use a program called presizer.exe which can resize her HD without loosing data, then she can create a new partition, install windows 98 setup/ntldr on it run fixboot if necessary to create a nice dual boot (not sure if you need administrator pasword to fixboot)

if she plans to do this ask her to ghost the hd if she can so that she can repair any mistakes she may likley do

all of these can get her fired by the way, easiest way is to buy a laptop buy a switch shes done ( she should have a good virus program though or else she can fubar the whole network and worse it may be trafced back to her.

she has to ask herself is it worth getting fired

A real simple solution in my opinion. If her/his job is anything like what we do around here when people try to intall unwanted software/hardware, then you really have only two choices.

In one hand you have the naughty program, and in the other hand your JOB!
