It is a good idea 'in theory'. However in practice I think that it will be a clusterfuck.
Think about it - a good, simple ebook reader (think the kindle without all the wireless stuff, with smaller capacity and preloaded for students) combined with an open source textbook model would be cheaper than the current system over the long run. Using the internet and not distributing equipment will create a definite learning gap w/ the less fortunate.
