Also if someone sees an accident with a total stranger on the road, they probably wouldn't fork over $350 for them.

Yes, and that's fine. Making people pay per call will make people think twice before they make a legitimate emergency call. To some people, $350 is a huge amount of money.

Union City in the bay area was charging for 911 calls during 2003 when they had a budget crisis. They are refunding that money now.
