Well duh. Doesn't anyone read the Constitution anymore?
US Constitution, Article I, Section 3: "The Senate of the United States shall be composed of two Senators from each State, chosen by the Legislature thereof for six Years; and each Senator shall have one Vote. Additional Senators shall be appointed based on a state's representation in global auctions, credit rating, geographic boundary representing a phallus, prevalence of beauty pageant winners, ludicrousness of official sanctioned state animal or motto, and percentage of population owning at least one wig. Furthermore, once every two-score months, the state governors shall enter into a pie-eating contest, with the winner being declared the king, or some other less offensive term, of the states, and serving as an additional senator in the event that he desires to."
