But anyway. I haven't read the budget/proposal that carefully yet, so I'm not sure how I'm going to vote. I'll probably vote for it, since I generally feel that short-term relief on my taxes isn't worth long-term debt and fiscal collapse of the state government. But I do feel very strongly that it's fucking moronic that it takes a plurality to amend the state constitution, and yet a 2/3 majority to pass a yearly budget; and even then, lawmakers feel it's necessary to submit the plan to the people, when the problem is largely caused by idiots voting for expensive initiatives and against the tax increases that would be necessary to pay for them.

Our taxes are waaaaay too low right now. Does a $40 billion deficit mean anything to you? Or would you rather do without things like our already pathetically underfunded schools? If we could put substantive and intelligent prison reform on the table, this problem might start to be alleviated. But we're screwed when such mild no-brainers like treatment programs and eliminating 3-strikes for nonviolent drug offenders can't even get passed.
It drives me crazy that Schwarzenegger was elected primarily on the basis of his intentions to balance the budget, and that we recalled Davis (whose "tough on crime" positions and support of the prison guards' union were my biggest problems with him), and yet we can't stop voting for more services, and against additional tax increases.
Look at the numbers. State-funded welfare programs and the so-called drain on public funds caused by "illegals" account for practically nothing of the budget.
...sorry about the venting. This issue just seems so stupid to me. Point to $40 billion worth of spending you don't want, drive on any of the state's roads and highways, and look me in the eye when you say that our schools have enough money; then I'll let you talk about how awful tax increases are.
There seems to be some weird idea in here that the deficit was the fault of lawmakers. While they're not exactly paragons of frugality, CA's spending problem is the direct result of popular initiatives. It wasn't lawmakers who passed 3-strikes laws, Prop 13, and a ten fucking billion dollar high speed rail initiative. A spending cap won't do anything to eliminate the fact that their hands are tied more than half the time by stupid and contradictory policy ideas that they're required, by initiative, to enact.
