Calc 1 Questions...About Derivatives

I'm working a problem, and the solution on my profesor's website seems to leave a step out. Can you help me?

The second to last step of simplification gets to the limit of as h aproaches 0 = -2+8a+4h. Then the last step just says -2+8a. Is that because the limit of h aproaches zero, so h gets set to zero, then h (zero) times 4 equals zero so it cancels?
