From time to time my crappy cable modem ISP goes down, what happens to dnetc client? Will it continue to test blocks and queue up its results, then forward those results when the cablemodem comes back online?
As long as you have enough work in your in-buffer it's no problem.
The completed blocks will just sit in your out-buffer until it can connect to a keyserver.
To answer the next question, if your in buffer gets empty, you will crunch random blocks. If this happens to you a lot, you might want to increase the size of your in buffer to be safe during outages.
