Will any cable modem work with any cable provider (ISP)? Example: Can I go to Best Buy and get a cable modem lets say a linksys one and then use it as my cable modem? I have charter.
 
Yes you can use nearly any cable modem with any provider. Just make sure it can handle your up/downstream limits. I was able to get mine cheaper from Best Buy instead of renting one from charter.
 
Maybe cable is different but I know for DSL it really matters on the end equipment.

for example, speedstreem modems work with Lucent/stinger shelfs, mainstreetXpress work with newbridge, etc.

I would just buy/rent from the ISP. Also if you're planning to buy one with hopes of not needing to buy the service it won't work. 😉 I say this because I've actually had some calls with people wanting to bring their modem from the office at home in hopes they could get "business dsl" at home because they're using the "business dsl modem" from the office. 😛 Funny people.
 
If you do not buy what they give/support. When you have trouble they would check the line from their office computer and say that from their side every thing looks OK.

Then, whether you have connection or Not, your are on your own.
 
Problem solved. I am an idiot. I went into problem solve mode and checked everything except the hard line from the wall to the cable modem. Damn it. Stupid me.
