Cable modem

Bandwidth is controlled by your ISP. There might be a way to "configure" your modem to bypass the restriction, but I'm not sure. I'd say that you're stuck, but I'm not an electrician.
 
yeah, your ISP has an upload cap in place, but there might be some tweaks you can make.
