Cable modem and downstream Tx frequency

My home cable internet connection is now offline and waiting for a repair from Charter. The reason, i was told, is that the downstream Tx frequency is out of range, being 58.9 when operational limits are 30-50.

Can anyone please explain to me what it is, why it may have "failed" and what I can do to help prevent such an occurence in the future?
