Cable Internet Problems

My internet used to be at least 3 Mbps down and 1 up. Now it barely hits 1 down and is like .11Mbps up. I should be able to buy a new cable modem and see if that's the problem right? I ruled out the line by using the modem through a different cable. It's a Ambit Cable Modem and the service is through Charter.
 
You should be able to call your cable company and they'll tell you if it's your line or modem or something else. Don't go throwing around money until you've done a little bit of free troubleshooting.
 
What could be causes of slow internet speeds? Latency is fine. It's just download that I'm havnig problems with. I called Charter and they "upped" the speed but no effect.
 
1st step, Find/borrow/try another computer and check if it performs differently.

If it does do better, than it is your computer.

2nd step, connect a computer that is doing good directly to the Modem.

If it does better, then it is your Router.

3rd step, call the ISP and insist that they send a tech. person to check the system up to the output of the Modem.

ISPs' claims that their computer show that every thing is OK and thus it is Not their responsibility, is a gross misleading Claim at Best, or straight lie at worse.
