I can scroll through all the channels on the little thing but it doesn't let me turn anything on.

hold on to it for a while. avoid the cable guy like the plague. then after 6 months either sell it on ebay or activate all the channels (after you find out how)

It sounds like this is for the testing and turn up of cable internet lines. Not video channels.

The one I have does both internet and video. I plugged it into the cable and got +10 for internet, then I started to go through all the tv channels with the thing and it gave me the frequency. Still no luck on how to activate eleventy billion channels.

Drop it off at your local cable office, and make sure you get a signed receipt.

Before you give it back, explain that you waited for the guy to pick it up on your time, he didn't show. You should at least be able to get a free month of cable out of them.
