Punks racing on public streets is intent, and if they do cause harm to another it should be punished accordingly.
 
Blue and yellow headlights. Headlights must be white - blue and yellow are illegal (24011 VC). Look for the DOT symbol on the bulb and package.
Headlights brighter or higher wattage than those from the factory. You may be able to see better, but the lights are illegal (24011 VC).
Tail lights other than red (24600 VC).
Illegal brake lights. Brake lights on vehicles newer than 1979 must be red (24603 VC). (Vehicles older than 1979 may be red or yellow.)
Lack of rear reflectors. Two red reflectors are required on the rear of cars and trucks (24607 VC).
Incorrect color of turn signal. It must be white or yellow to the front, red or yellow to the rear (24953 VC).
Red lights to the front. They are illegal except on emergency vehicles (24003 VC).
Tail lights that incorporate a bulb with a red tint or coating. In general, custom tail lights that incorporate a clear outer shell and red inner lens are legal (24011 VC). If they don't incorporate reflectors, they must be added to the vehicle (24607 VC).
Tail lights that are too dim, washed out or show yellow, white or other colors (24600 VC).
Illegal color of side marker lights. If present, must be yellow in the front and red in the rear (25106, 24003 VC).
Driving with just parking lights on (24800 VC). Vehicles that have factory-installed automatic daytime running lights must meet federal requirements and are legal.
Illegal decorative lights (24003 VC). All flashing decorative lights are illegal (25250 VC).

I know that, but you asked how that justified what they were thinking. Yes, racing on public streets is intent and yes they should be punished according to the law.

How is one situation of being dangerous any different than the other?

It's not like street racers say, "Oh man it'd be so cool if I got into an accident and killed myself and a bunch of others", any more than cell phone, make up wearing moms say "Oh man I'm talking on my cell phone, I'm going to be so dangerous that I kill a few people".

Both *should* know that what they're doing is dangerous, and increases the likelihood of getting into an accident.

Well... I get the feeling that the racers know it is dangerous and that the woman in the SUV doesn't care or just doesn't have the common sense to realize what she is doing.
 
Talking on a cellphone while keeping one hand on the wheel is the same as talking to someone in the passenger seat with one hand on the wheel.

I don't get this fascination with cell phones in cars. What's with this blame ? Is it because there are no statistics on people who have had accidents while talking to their passengers ?

I would say racers also fail to have enough common sense to think it's dangerous. I mean, what kid doesn't think they're invincible? And why would any kid want to knowingly harm himself, his car, or anyone else?

I'd say about 99% of the time, a street race..which goes on often around here turns out fine..it's just that 1 time out of 100 where something goes wrong, and you see it on displayed on the news..

Note: New law (27150.2 VC) does not require law enforcement to use sound level meters to test for excessive noise. Citation is based on officer's judgment.


Seems pretty unfair to me that it's just left up to the cop, instead of using a sound meter.

It's not car modding I'm making fun of, it's the fact that these laws must have come about because someone put lights on their windshield wipers and tire air valves. Just picture that. I seriously cannot understand it at all.
