C Drive versus External Hard Drive

If I transfer a "program" from my C drive to my external hard drive and then remove the same from my C drive (add/remove programs) is that program still accessible for full and proper use?
 
Depends on the program; some install hooks in the system that will make it break if moved anywhere, including to another directory on C. Others are self-contained and don't care where they are.

If you want to install a new app on the other hard drive, Windows doesn't care whether it's internal or external.
 
Not usually.

If the application has registry entries, or as mentioned, has anything dictating where it is to be installed, it won't work.

I'd suggest just reinstalling on the external HDD for those applications that don't work when moved.
