C:\ Drive on Network does not show same files when looking from another computer

I have a wireless network setup on 2 computers A and B. I have a camera installed on computer A and it works fine using computer A.
I try to access the camera from Computer B the error tells me that file camFC.dll cant be found.
I looked in A computer ,using computer B, C:\windows\system and it does not have the file camFC.dll.

I looked in computer A and I find that C:\windows\system does contain that file.
Why would the file not show up only when I am looking from the network?
Can anyone help with this problem or know where I might find some help. I cant remember now but other things do not seem to be the same when accessing either computer on the network.

Is it possible this file (and others) are not being shared. You may have to make sure you have given "permission" on this file.

It could be a hidden file as well. If you have computer A set to show hidden files, and not computer B, then when you look at it from computer B it will not show up.

Why not just copy the file onto a disk from A, and then put it on B off of the disk?

The file I am looking for is not listed as having any check mark for hidden . If I can see the file on drive A
and it can be seen Why should it not be the same when I look at the same drive and am only using a different computer to access that drive.
The file that cant be found is located in C:\windows\system32. Even tho the drive is shared mabey System32 is not .
Could someone tell me how to make all files and folders on drive C be shared? I cant at this time find a way to do this.
