Okay I downloaded it, now what do I do?

I think there is a ini file in your profile folder (the one where your saved games are - usually in My Documents/C&C Generals).

In there is the game speed = 30 or something like that. The game speed is directly proportional to the FPS. So beware if you set it to 60 you wil get double the game speed.

Ah, correction. Extract the file you downloaded to your profile and override the existing one. That file removes the gamespeed and FPS relationship.

Yup, mine never even dips to 29 fps. No matter whats happening on the screen it always stays and flickers 30/31. I know 30fps is fine for this type of game, but if any limit can be removed, so be it.

Speaking of C&C Generals, do more people play the expansion than the regular game, because I bought it and was disappointed to find less than 100 people playing online.
