buying balloons bulk

I think your question's been answered - 100 balloons is not bulk. You can purchase that many balloons at numerous retailers. I wasn't sure if you intended this thread to be a parody of the bulk beef thread, but 100 balloons is no more bulk than 5 pounds of beef.
