Its the last mile combined with ancient wiring/central office equipment.

Internet cafe in Korea (about three years ago) was about 50 cents an hour. 19" monitors, plush fake leather chairs, free beverages (soda, coffee, tea).

For the square mileage figures, don't forget most of Japan's population is on the Kanto and Kansai plains. Many areas are just too mountainous to have people live there.

Don't forget in Japan, they have better and cooler cellphones.

BTW, I agree about the density/population. We can't run fiber lines for all the land mass we have here in the USA.

Maybe you utilize a newfangled math I'm not aware of but 0.008% GROWTH is not declining. Maybe the 2004-5 number will be different (and I won't take your word for it) but the estimate in the link is GROWTH of 0.008% which is still growth.
