actually all the proposals should come from a cut in other spending.

Totally agreed. Maybe not all at once, but over the next few years for sure. It's going to be interesting to see the kinds of opportunity costs Bush is likely, unfortunately, going to have to go through after what he said in his State of the Union speech- much of what was talked about is what will keep the Democrats at bay and approving of his work.
